In 1999, Pilipchuk was recognized the Best Mayor of Ukraine: he initiated the introduction of a special regime for investment that attracted national and foreign capital to the economy of Kharkiv. Several monuments in the city are erected under his aegis. He contributed to signing partnership contracts with Moscow, Belgorod, Varna, Tianjin.

Pilipchuk initiated the renewal of the the tradition of awarding the title Honorary Citizen of Kharkiv (since 2009 he was the Head of the Council of Honorary Citizens of Kharkiv), holding K. Shulzhenko and B. Chichibabin international festivals, opening memorial plaques to distinguished citizens of Kharkiv.

He is President of the International Foundation in Memory of B. Chichibabin.
